Stalking and harassement
1.can you be charged with stalking if you live 1700
miles away from a person?
2. Is telling someone that someone is watching
them is that stalking.
3. Is telling someone that you will tell their mother
and/or husband about thier affair and the affairs
that she had with other man harassement.
4. Can a harassement ?? be presented from
someone living in California to someone living in
the State of Washington?

You have not given any specific facts and the law turns on the facts. So my answers above are projections based on the worse case scenario.
The Penal Code (laws) of California cover stalking and terrorist acts. Harrasment is normally handled as a civil matter in which violation of a restraining order, if one is granted by the court, may result in a criminal conviction. There are two other major governmental bodies (jurisdictions) and their codes (laws) involved here, the State of Washington and the Federal Government. I don't know what the laws are in these jurisdictions.
You need to stop bothering someone in the State of Washington. No matter how their conduct may offend you.

These are tough questions, but the answers could be "yes" to some of them if the right circumstances are present. In order to answer more specifically, a full analysis of the conduct would have to be made.
