I want to start an online glass pipe store. Is it legal to sale glass pipes online in any states?

Health and Safety code section 11364.5 provides that any glass pipe that can be used to smoke drugs is a violation for both the provider and the user. Only expert testimony that the pipe is being used to ingest drugs is sufficient for a conviction. The law may be different in other states, but in California this would be a risky activity.
