in the state of california is it true that if the police find a confesecated a concealed weapon, do they have to fire the weapon to see if it works before they can charge you with it

Not necessarily true. There are several weapons charges. Only some require as an element that the gun be "operable." If that's the case, then they may fire it to determine if it was in fact operable. Other weapons charges make it illegal to carry a concealed firearm, even if it's not loaded or operable.
