Is there a statue of limitation on the filing of a felony fraud charge...and the arrest of the individual...

The statute of limitations stops running when charges are filed. There is no such thing as a statute of limitation on being arrested. It just governs how fast the prosecutor needs to file charges.
With respect to felony fraud, that is not a specific charge. Many criminal statutes contain the word fraud, but you are going to have to be more specific as to the charge. For example, check fraud is a crime, which is set forth in Penal Code section 476. The word "fraud" is also used in theft crimes, such as Penal Code section 484.
