Can an inmate in CDCR buy and sell stocks while incarcerated?

An inmate is permitted to have a brokerage account and buy and sell stocks, but there are obvious problems such as getting timely information and getting buy/sell instructions to a broker. Day trading, fuhggedaboutit.
