Can you report your vehicle stolen if you know who has it?

Of course. Saying a car has been stolen is not the same thing as saying it's missing. But only do this if the car really has been stolen.

You can do anything you want. The question is; is what you want to do legal and proper? If you know who has your car, and they will not return it, then report it stolen. I would first try to get the car back by informing them that if they do not return the car, that you will be reporting it stolen. They will probably claim that you loaned them the car and/or that you rented it to them. The bottom line is that if it's your car and they wont return it, report it to the police and tell them where it is!
