does a store owner have to produce a video to a customer?

In what context?
Just because you ask for it? No. If they are subpoenaed to produce it? Yes.
If this is a criminal case, it was likely booked into evidence and your attorney can get it from the prosecutor.
If this his a civil matter, your attorney can either subpoena it (or at the very least try and have them preserve it).
