three strikes law
What would be the possible outcomes of a person who has one felony on their record and one charge of shoplifting and now just got another charge of shoplifting. Would this be their third strike? how does this law work and what could possibly happen to this person now??? ( the shoplifted items were not over 90 dollars)

Three strikes applies to violent and serious felonies, for the first 2 strikes.
Without knowing more it would appear that the current petty theft could be charged as a felony. If charged as a felony the sentence could be up to three years in state prison, without considering the effect of the prior felony conviction.
You should either hire an attorney or get an attorney appointed by the court and discuss you particular circumstances with the attorney.
