The context is not clear ...submit to the court? For a competency hearing?
The short answer is you can submit anything you want to anyone, in an unsolicited manner. Whether it is legally-admissible, whether it will be read and consider and/or whether it will "help" or "harm" him, are all separate questions. And what you are trying to accomplish is another.
It sounds as if your boyfriend is accused of some type of crime and his competency to stand trial is at issue. If so, he must have an attorney, either retained or appointed ... that is the person to whom you would want to direct your inquiry.
