Suppose an activist openly on youtube preaches to 'collect and burn a certain group of sub-ethnic people', can she/he be criminalized according to US law?

Maybe. It depends on what the activist said, how he said it, and in what context. Saying that violence should happen isn't a crime, but trying to actually make it happen can be. That's the best answer I can give you without more information.
