I don't know what you mean by inactionable. Police reports are not evidence, and are usually not admissible because they contain hearsay statements by people who are under no obligation to tell the truth. (And who usually don't.)

The police report is not the document that is used to file formal criminal charges. The fact that a suspects name was misspelled is of no importance, as the criminally accused is afforded an opportunity during arraignment to state his true and correct name.
