Tattoos

is it legal for someone over 18 to sign permission other then the parents for a tattoo for someone under age,my son who is 16 went to a shop and had a class mte who is 18 sign permission for him to get a tattoo.I want the artist who gave him this tattoo to pay for it to be removed and the shop to face whatever charges they are

The permission was not valid and if I were the tattoo artist or the shop I would get that tattoo removed. That said, I am not sure whether any criminal charges would apply here. You would need to contact police investigators or city attorney to see.
