Time Limit from Arrest to Arraignement

On January 05, 2003 I was arrested in Bakersfield, Kern County, California. I was charged with the following crimes: PC 69 Obstructing/Resisting Executive Officer, VC 2800.2 Reckless Evading of a Peace Officer, VC 10851(A) Take Vehicle W/O Owner's Consent, PC 496D theft or Extortion Involving a Motor Vehicle, VC 23152(A) DUI Alcohol, and PC 148 Willfully Obstructing or Resisting a Peace Officer.I was released from the county jail after spending 48 hours in custody. I never heard another word about these charges. I have continued to reside in the same town as this arrest took place in, I have only lived at 2 addresses the entire time I've lived here. (5 years) I have had subsequent contacts with law enforcement and the DA and these charges have never been mentioned, recently I underwent a background check for a county govt job and these charges came up as having no disposition and active warrants. I turned myself in immediately and have a court date on 7/7/05. Apparently the DA filed charges on 1/15/03, however I find it strange that I was never notified of any charges or active warrants until now, I have gotten several traffic tickets in the same town since this arrest and nothing has ever been mentioned about it. Suggestions?
