Is it true that in county jail the time spent there is no longer double time, but 3 days for counting for one?

Not necessarily. Sometimes you get released early if the offense is minor due to overcrowding. Other times there is no overcrowding and you serve the entire sentence. If you're famous and enough people complain, they rearrest you if you get released early and have to serve more time.
