If an uber driver picks up the wrong person then tells that person to exit and if that person doesn not is he legally allowed to grab that person and pull them out

What part of 'assault and battery' do you not understand? That's what you could get for initiating an attack on a passenger for any reason. Rather than that, stop and call the police if a rider refuses to cooperate.
