Validity of a citation

I recently received a document in the mail stating that I have a court arraignment concerning a drunk in public charge. However, I was never formally arrested nor cited and have little clue as to the basis for this allogation. If there is valid basis for this allogation, can I be convicted of the drunk in public charge even though I was never cited?
