I just moved into my new apartment and had my car parked right in front of it. My new neighbor comes over to inform me that my car had just been vandalized. He witnessed our other neighbor ram his car into mine and then get out and key the side of it. He said that the neighbor did it because that is where he likes to park. So I called the police department and they told me that they couldn't do a thing because it wasn't in there budget. What should I do? And is it legal for police to do this?

Call it in to the police again and insist on filing a report. Go down to the station if you have to. Then, file a civil suit against the individual that hit your car. If the damages are less than $7.5K or so, you can probably file in small claims. If the damages are more, then the decision to take it to superior court will depend on whether the defendant has the ability to pay the potential judgment you could win.
