But it appears to be a municipal code section of some sort. Start with a Google search of the city you're in (or where this violation occurred) and those exact numbers. You should be able to find the code section and what the violation is.

Municipal code violations are criminal offenses just like the "regular" Penal Code crimes, so you may want to also consult with a local criminal defense attorney.
