Legal Question in Criminal Law in California

Watch Dog Agencies

Who do I contact if the City Police are doing things that could be considered criminal and the County Law enforcement cannot take action? And, is there a watchdog that governs this type of thing that is NOT affiliated with the County itself? The reason is that we live under ''the good old boy'' system here in Del Norte County and any County Agency would be ineffectual.

Try the FBI they should be independent, and could investigate the situation.
