Is wearing adult diapers and plastic outdoors against the law?
My disabled fifty five year old brother walks out of the house sometimes only wear an adult diaper and plastic pants . His privet parts are completely is covered

Initially, it would probably come down the the discretion of the police officer. I would not let your brother make a habit of it.
