Welfare and Institution Code (WIC 1772)

(1)Were do I find history of WIC 1772 and how it has changed since inception?(2)History:A minor(19 yrs old) convicted 1969,11912 H&S plea bargoned,CYA commitment imposed, honorable release.Release from firearms disability U.S.C. Treasury/ATF , Certicicate of Rehab. recieved, PC1203.4 recieved, WIC 1772 recieved. Query:How is it that the DOJ/CA with holds firearm rights, when WIC1772 and CYA release contracts state the ward SHALL be released from all penalities and disibilities? Navaro vs. CA is one area that showed that being denied a simple deversion was a disablity, the court upheld Navaro. Is there any like cases? (3)Does becoming a firearms dealer/gunsmith, security guard, or a private dick with a CCW permit qualify as reasonable cause for releif under WIC 1772.

West publishing and Deerings both have annotated codes. The annotated codes have a history of the statute, at the end of the statute. They also contain a list of cases which cite the code section. The short discription on the annotation is not reliable and should not be relied on for the language contained in the case.

Either of these books can be found at any county law library, and are in some city libraries. Be sure to look in the back of each volume at the pocket part. Also check that the pocket part is for 1999.
