Legal Question in Criminal Law in California

Wife A who was resident of Jalandhar was married to a person B at Panchkula. After marriage the couple started living at Chandigarh along with parents of the husband. Due to Apasi Kahasuni, the couple started living at Panchkula . At that place, wife A with the intention of teaching a lesson to her husband, pretended to having consumed phynol, and reported the matter to the Panchkula Police under section 498 A and 406. During investigation, the wife A gave in writing that husband B did not do anything with him, accordingly the complaint was filed. After filing the complaint, the wife A left the house of Husband B by abandoning her one year old daughter in the Police Station. After two or three days, she filed another complaint under section 498A and 406 IPC at Jalandhar by giving the residence address of Jalandhar. It is noted here that wife B never resided at Jalandhar as she is working at Chandigarh and started living at this place. This complaint was enquired into by the DSP Jalandhar and the same stood found baseless. Again the wife filed second complaint to the DIG of Jalandhar, who marked the inquiry to an IPS officer, who too enquired into the same and found no substance in the Complaint. However, in the meanwhile police set up of Jalandhar Police changed due to change of regime. The wife against filed third complaint under similar sections of IPC and the same was enquired into by the SP of Jalandhar police and got filed an FIR without calling the husband B. Can the same police enquire into the same complaints again and again? What about jurisdiction as no cause of action ever arose at Jalandhar? What is the remedy before us. Could you please guide us. Needless to add that wife did also file a complaint of harassment with Chandigarh Police which stood also filed. Now the said wife is saying that she had not filed complaints with the Jalandhar police, rather it is her parents who have filed these complaints on her behalf.
