Where a case number once appear ed on a file these two codes now take its place

Is the defendant in that case in custody? To me, "IRC" means "Inmate Reception Center," Men's County Jail (MCJ), Bauchet St, downtown LA. It is possible that acronym has some other meaning in context. I don't know what type of document (or file) you are reading. Good luck!

IRC is inmate reception center, as Ms. Hofmeister notes. Wishold is the LA sheriff's code for Warrant Information Statement Hold. What that means is the sheriff has received information that a warrant is outstanding for the person on another matter, and is not to be released until that other matter is resolved.
