I won a civil suit
The defense attorney said I could file a ? against the planiff that would become public record sort of like a lien should he come into some money I would get mine first

I am assuming by the subject line that you won a civil suit and were awarded money damages. The word (and document) you are looking for is a Judgement-Lien. You can go to the self-help center in your county's courthouse law library and access the judicial council forms program. You should also be able to ask the law librarian for assistance in filling out those forms and information on the proper procedure to follow. A judgement is good for 10 years and can be renewed prior to its expiration by filing a request for extension.
