Writ in Federal court

If there is a writ already in Federal court is it possible to add issues not previously addressed on that level?

Would attorney be able to do that?

Yes, sometimes a lawyer is able to submit an additional or supplemental brief. Certain points and arguments can also be added during oral arguments. Depends mainly on what kind of writ/motion is involved and whether deadlines have been seriously blown.
