Wrongfull probation
A friend of mine was recently released from prison and his parole required him to register as a sex offender they posted his picture on megans law web site the neighborhood in which he was paroled to hung fliers all over the town. Now the catch is that he sent for his records from the time he was 18 until present day and he has not ever been charged or convicted of any sexual crime in any matter .
My question is how do i go about getting this removed . The parole board knows they blew it but are of no help. I know all the damage has been done biut they have him down as a high risk. And has to be at his p.Os office every 72 hours. The neighborhood petitioned to have him move out and the land lord made him move.
Where do i start the process

You don't start the process -- your friend does. Unless there is something very unusual about your friend's situation, you have no standing to get involved in his case.
There are public interest organizations that might be eager to help your friend by providing him with a lawyer. If you want to help him, calling such organizations is probably the best thing you can do. But even these organizations will expect to deal directly with your friend after one or two prelimianary conversations with you.

The California Attorney General's office has a special unit to look at offenders to see if they were wrongly included in the Megan's law postings.

Many times this process requires Counsel.
