Legal Question in Discrimination Law in California

My boyfriend lives in an apartment complex, everyone is so nice except for one woman. She is always harassing and saying things about everyone in the complex. She is nothing but a hater. The manager of the complex is at her wit's end and the owners won't do anything about it. This woman told the manager that my boyfriend was smoking pot and taking pictures of kids without parents permission. He goes out for the day and she calls animal control on him saying that his bird and dog are making too much noise, but they're not...the neighbors have verified this. She is constantly harassing him, yet when she is confronted about this behavior, she will deny it. The neighbors are all subjected to the same harassment. What can he do about this? Is this not harassment and slander? And is this not against the law? What recourse does my boyfriend have? This has to stop!!! Please HELP!

Have all the victims get together and sue her in small claims court at once for $5000 each for intentional infliction of emotional distress..
