Legal Question in Discrimination Law in California

The Federation of State Boards of Physical Therapy has recently announced that they have suspended exam registrations of certain diaspora of the Asian & Egyptian origin pending allegations of recalling test questions. The complete brief is here:

With the exception of the above mentioned diaspora, rest of the people in America can take the licensure exam. Also, FSBPT will have a seperate exam offered only once a year for these foreign candidates, rest of America can take the exam on the normal test schedule throughout the year. Does this amount to racial discrimination???

Yes. What they are doing appears to be clearly illegal, not only under California law, but also federal law. They need to address any problem with the security of their testing program in a non-discriminatory manner.
Mr. Stone is an idiot sometimes. A blonde, blue-eyed woman named Sophia Delacroix Schmidt Olafson from Calgary, Alberta, would be subject to the exact same situation, for the exact same reason, if she attended PT training in Egypt, Pakistan, India or the Philippines. A man named Muhammad Punjab de la Cruz born in the Philippines, and raised in Cairo, who trained in Latvia, would not. Nor would a black woman from Ghana, or a latina from Guatamala. There is no racial discrimination in the new testing policy. If you don't want to be lumped in with cheaters, don't go to places where everyone has been found to cheat.
