I want to know if a business has the legal right to not accept bills over 20. American money has the words ''Thisnote is legal tenderfor all debtspublic and private''. I want to know if those words are true or if businesses can reject the money.

Hello. A business has plenary rights to accept whatever currency they choose or not accept money at all. This is strictly up to them.
Sure, any US dollar bill is good for tender, but this doesn't obligate the vendor to accept the money.
