The sort of attorney you need will depend on the reason for your lawsuit, not the defendnt.
If you are suing to correct some unlawful discrimination in the employment context, you should seek a labor lawyer. If suing for unlawful discrimination in it's application of local ordinances to you, seek a civil rights litigator.
Or just explain your problem here, and the appropriate attorney will probably reply.

You didn't include any facts... but suing counties often involves VERY SHORT LEGAL TIME LIMITS and other special procedures. Consult an attorney without delay.
