Legal Question in DUI Law in California
If I want to change a plea agreement and hire a lawyer who will represent me and not what's best in the interest of the Court system can I appeal or retract my no contest plead

You cannot withdraw your plea just because you changed your mind. You must establish a legal basis to do so.
Talk to a few lawyers (ASAP) to discuss your options. Why do I say a few? Because a motion to withdraw is not an automatic thing - you don't want to pay good money on a promise that it can be done and find out he hard way later. Instead, talk to a few, see who is realistic and who isn't. Decide from there who (if anyone) you want to hire.
There are many reasons upon which a plea can be withdrawn. We've been in this type of situation in the past and have been successful in obtaining a better result after reviewing the case and by presenting the legal and factual defenses that made the outcome better.
