can i be charged with 11550 with evidence of urine or blood test

Sure. Health & Safety Code �11550 is being under the influence of a controlled substance. Even if you appear to be stoned, it would be harder to convict you without some sort of test showing you had drugs in your system.

By the way, 11550 makes it illegal to be under the influence of many drugs, including methamphetamine and heroin, but NOT marijuana.
