what does DISM - FURTH. OF JUSTICE mean and does this disposition remove the charge from a persons record?

It means Dismissed in the Furtherance of Justice and it should not be held against you in any way. But the arrest might be found by someone and illegally used against you. You could theoretically file a motion in court for a Declaration of Factual Innocence but you would have to hire a lawyer and your chances are iffy.
