Legal Question in DUI Law in California

ca. resident. i live in ca. and would like some advise as to what to do to correct this situation.back in 1988 i recieved a dui.at that time,you were ticketed,you paid your fine -done.but laws changed in 1990.the ticket in 1988 was ''DONE'as far as the law required.then in 2001,i recieved another one.i completed all requirements,but because of the one in1988,i still cannot get my license back. they say that i must complete an additional ak bean,for the one from 1988.but there was no law in 1988,so why would it be a factor to a case that occured before the law went into effect.especially when i had completed all that was required of me in both cases. how can they inforce a punishment on a crime that occured before the law changed. to do akbean for the 1988 dui was never a factor,akbean was not even part of the system back then. what do i do.

Put simply, according to the law, driving in CA is privilege. Therefore, do the class, which is not a punishment according to the law, insofar as the DMV is concerned. When you do the class, you can have your license back barring any other issues.
