DUI Conviction in 1994

Can DMV tell me I have to do an 18 month dui class when the court never suspended my license in fact I had my license for 2 years after my conviction untill dmv said that I had to do a 12 month dui class ,D I never did and now they say its an 18 month class and no restricted license. Ineed to go back to court and prove to dmv that the court never did what they said ,all I got fro;m court was 3 years probation informal and a fine ,because I had a charge That they were sending me to prison for and that was there main concern,so I got the minimum on the dui as a deal to plead to the felony that I went to prison for
