Legal Question in DUI Law in California
If I hire a new lawyer does the first lawyer need to reimburse me?

No, they do not if they have already worked on your case. However, they have to hand all your files over to the new attorney.
Actually the answer is" It depends.". If you just retained the attorney and they have not appeared in court, you can ask for an "accounting of time.". The lawyer would have to show you what they have done and what time they have spent on your matter and any money over that amount, you would be entitled to reimbursement. Your new lawyer, once retained, would send the old lawyer a letter of representation and all work should cease at that point, by the old lawyer. PS...Even if the old lawyer did appear in court, you could still request an accounting of time and the same rules apply.
Attorney Wallin is absolutely correct and I should have made that clear. Thank you for amending my answer with more details. Much appreciated.
