Legal Question in DUI Law in California

I had a multi offender dui case in 1999. I entered an 18 month program in 2001 but only complete a third of the classes and paid partial fees. My license has been revoked. What are my options to have my license reinstated in California please?

Your 'option' is to complete all requirements imposed by DMV and the court, then you can apply for reissue. DMV does not 'negotiate' down from the original terms you have. You;ll have to contact the programs and try to get back in to finish, even if you have to start over. And, you will need to clean up all problems with the court to get their 'release' for issue. If you failed to complete court ordered programs, you likely have a 'failure to appear' warrant.
