Legal Question in DUI Law in California

well if you had a police reprt filed agianst you but where never arrested and no charges where brought up against you why would anyone still consider you guilty i have been try to get on with many police dept an i get the same answer no i was never booked arrested or anything nothing on my record so what can i do can i sue the person who filed these report it happen back in 2007 but i feel that my name has ben runned the the mud
