Legal Question in DUI Law in California

I got pulled over by CHP then was arrested but later released..my question is if i received in the mail certificate of release by CHP what does that mean for me? And also later i received another letter with a court date?

You were released OR after 'sober up time' - normal.

You have been charged with the crime - normal, thus the letter with court date for arraignment.
