age restriction
is there a minimum age restriction for a college or k12 student to do part time research with a proffesor paid or not or be teaching assistant

I don't believe so. A person who is in the 12th grade or in college is likely to be legally able to work in California. In any case, a student who works for a professor in any capacity will be going through the university's HR department, and they will ensure that he/she is of legal age.
