Legal Question in Education Law in California
I am from Brazil, and I have been living in United States for over 7 years with a F-1 status. I recently moved to California, and I was wondering if I could apply for graduate admission as resident at a CSU campus if I maintain my residence in California.

I'm not sure if this is an immigration question or an education question. One issue is whether you have maintained your F-1 status for the 7 years or if it lapsed and you are out of status. Assuming you are still in status, then you will need your new CSU school to assist you in extending this status--if possible. As to your residency, the F visa requires that you maintain an unabandoned residency in Brazil; hence, it is impossible in this status to acquire residency in any U.S. state. Other non-immigrant visas permit acquisition of state residency over time, e.g., the H-1b, but not the F. You would need to either pay non-residency tuition, or have the school waive that as a condition of admission.
