Legal Question in Education Law in California

charter schools

I am looking to find out what remedies are available to parents of children enrolled in a Charter School when it is discovered that the organization managing the Charter School notifys these parents that there are no records of attendance, work completed, hours completed, or grades and their children will not be able to graduate this year. Fraud is easily proven, however, can these parents recover money damages from the management company, the schoiol district and others? If so, under what theory and/or statutes?

Much too complicated a question for this venue. Need much more detail to be able to offer suggestions. Would need to fully review the documents of the charter and agreement with the management company, etc.
