Can a college hold my transcripts?

Which college/university are you attending? Almost always schools include in their rules and procedures a statement that a student cannot receive grades or transcripts if fees have not been paid, and that payment is a condition precedent to receiving grades. Is that the case? When you enroll you contract with the school to adhere to these rules, thereby giving the school a legal basis for denying grades or transcripts until you've performed your part of the bargain, i.e., paid fees.
