Legal Question in Education Law in California
I completed an AA degree program at my last college and received my paper diploma. When I signed up for the BS program, during the first weeks, I was financially unable to continue. After explaining the situation to the school they were helpful in withdrawing me from the program. Now I have requested my transcripts from the AA program but they are being withheld due to money owed for the BS program that I withdrew from (that wasn't covered by loans). Can they withhold transcripts from a completed, paid for program over issues from another program? Their current policy is to send official transcripts out with the diplomas, but they said that I don't qualify for that because the policy was put into effect directly after I completed the AA program.

If you owe money then they can put a hold on your transcripts. If they are a government school then you could use their grievance process.
