Who has higher power a police officer or an national security agent?

This is not a good question as posed. Define a "national security agent." What agency does he or she work for? Also, certain investigations are within the jurisdiction of a local police officer and others are under the jurisdiction of say, an FBI agent. It depends what kind of investigation are you talking about.
