What is "inappropriate physical contact"?

I would like to know where in the school codes does it state what "inappropriate physical contact" is.

I would like to know who has power over giving out a punishment for that and to what extreme.

Need more specific information before I could comment. Who touched who,child/child? child/adult? male to female, male to male, etc. and in what context, discipline? PE? On school grounds, off school grounds? etc.
