Legal Question in Education Law in California

i am a international student , i paid for summer school to comele my english grade over D. becuse i fell it so i cant graduate, so i want to get high school diploma, i paid and i went back to my country , i try to make appointment before the summerschool start but threre are so many people wait in line ,so i try the best i can do, but the appointment is right after summer school which is mean i cant get back for the summer , now i want to get refound but they dont allow , i m so angry about this ,why >?becase i m a international stuend > it doenst mean i have no right for protecting myself

It is difficult to understand your question. It seems that you paid for summer school, but didn't attend because of some missed appointment. Now you want a refund. Did you attempt to call the school about the missed appointment. Why were you unable to wait in line like the rest of the summer school attendees? Is this a private or public secondary school?
