Legal Question in Education Law in California

Is this legal?

On the last day of school, I brought an Ipod to class because we weren't doing anything at all in class that day, and my teacher told me to give him my Ipod. I refused, so he failed me for that class for the whole semester. I originally had a B, but because I didn't give him my Ipod he failed me for the whole semester. Is this legal? We weren't going to be doing anything but sitting in class for 2 hours, so that's why I brought my Ipod, and since we weren't doing anything I wasn't disrupting class or anything.

Since the violation was non-academic, a grade drop from a B to an F doesn't seem justified. As an initial step, I would recommend hiring an attorney to contact the school adminstration on your behalf. Involving an attorney tends to get a school's attention more than a call or letter from a parent.
