Legal Question in Education Law in California

Hello, My question is this: I graduated from High School in 2004 with a High School Diploma. I didn't think I had anything to worry about.. I am now trying to enlist in the Air Force but they say I graduated from a TIER TWO school. So I need to go to college first because they only accept graduates from a Tier One School.

I graduated at the age of 17 so at the time I was not old enough to be in an Adult Education Program and from what I can find Tier Two Schools only issue the, "Adult Education Program and I believe the GED."

Is it legal for a TIER TWO High School to give me a High School Diploma?

Is it legal for the High School to not inform my parents that they are a Tier Two School and my High School Diploma is worthless if I want to serve my country?

What high school did you graduate from in Fresno? I'm familiar with most of them. (I graduated from Redwood H.S. in Visalia.) I've not heard of this problem before.
