When are state laws enforced
I wanted to know how long after a law has been passed that it has to be enforced.
For example: If a bill is passed on FEBRUARY 20, 2001 does it become law on Jan. 1st 2002?

It becomes law and is enforced when the bill says it is. Some laws go into effect retroactively, for example, the tax reduction that provided additional refunds for many people.
Laws that could have an affect on people's actions, such as criminal laws, normally go into effect at some future date. While January of the following year is often used, that is not always the case.
